This is an electronic fluid flow rate meter.
 
As the working fluid flows through the sensor, a small integral propellor spins in proportion to the fluid flow rate. The sensor outputs a series of pulses and the frequency of which relates to the flow rate. The signal output is open collector.

Where Q is the flow rate in L/minute; F is the frequency in Hz
